Local Cluster is a cluster in Mass Effect. The Local Cluster, contains Sol, the originating system of the human race. The others three are Hawking Eta, Pangaea Expanse and Sentry Omega. To be able to visit the Local Cluster, you have to reach level 20 first. Once you do, Admiral Hackett contacts the Normandy and informs you about UNC: Rogue VI. Once you complete this Assignment, Commander Shepard can choose one of the six Specialization Classes depending on the starting Class he selected.
