Shots before Overheat is an Offensive Stat in Mass Effect. Shots before Overheat determines the number of rounds the weapon is able to fire before entering an overheat state in which it becomes disabled for a short period of time. Offensive Stats are determined by your Class Talent and Equipment.

It is the number of rounds the weapon is able to fire before entering an overheat state in which it becomes disabled for a short period of time.
How to increase Shots before Overheat
You can increase, or decrease, the amount of Shots before a Weapon Overheats by acquiring Weapon Upgrades and Ammunition Upgrades.
Each class has its own specific Talents, that can be upgrade until level 6 by spending Talent points. The Infiltrator class talent reduces heat buildup with Pistols and Sniper Rifles thus allowing to increase the amount of shots before those Weapons overheat.
